Under the division head of asset management, the incumbent coordinates the planning, development, and maintenance of operational maintenance master plans (OMMP) in line with the City’s objectives. In this capacity, he/she develops strategies to optimize infrastructure investments, including intervention plans, five-year and ten-year planning, and the development of decision-support tools. His/her role is crucial in optimizing the safety, quality, and performance of infrastructures while complying with current regulations.

In this regard, he/she coordinates activities related to the development and maintenance of methodologies, processes, monitoring tools, and performance indicators. He/she acts as a consulting expert in the field of planning and operational maintenance. In this capacity, he/she masters the knowledge, know-how, and risk management while applying recognized best practices in his/her area of expertise. Finally, he/she ensures the functional supervision of various resources such as technicians, planners, etc., as well as close collaboration with internal and external operational maintenance teams to maintain the condition of assets within the targets set by management.

The challenges that await you

You will develop a strategic operational maintenance plan (SOMP) that optimizes the human and financial resources of the City based on established priorities. This plan will aim to maintain assets at targeted performance levels. You will create and coordinate the resulting Operational Maintenance Master Plans (OMMP) to prevent failures and extend the useful life of assets.

You will identify, analyze, plan, coordinate, and keep updated the needs for preventive and corrective maintenance according to recognized best practices in asset management. You will ensure that all maintenance activities are safe and comply with current regulations and standards.

You will act as an expert advisor for planning tools and business systems related to computer-assisted maintenance management (CAMM). You will provide support to teams for managing inputs (inventories, databases) and outputs (requests, work orders, monitoring tools) related to operational maintenance.

You will master and contribute to reducing the risks of incidents and maintenance emergencies to an appropriate level by implementing adequate measures. You will participate in the implementation of temporary and permanent solutions to prevent these events. You will establish a planning of safety audits and risk assessments at an appropriate frequency.

You will ensure technological monitoring by researching and proposing economic and advantageous innovations aimed at improving and optimizing maintenance processes. You will implement or enhance CAMM tools and systems to increase operational efficiency.

You will identify performance indicators, analyze the results obtained, and prepare presentation documents as well as periodic maintenance reports to submit to your superior, the Executive Committee, or the board of directors.

You will recommend the distribution of work between internal teams and external suppliers. You will establish the needs for professional services and works, then prepare and submit tender documents to the procurement department to solicit bids.

You will participate in the preparation and management of budgets. You will monitor expenses and optimize maintenance costs by seeking the most economical and effective solutions. You will verify and approve invoices related to professional services and works.

You will assign, distribute, and verify the work performed by staff, even without formal hierarchical authority. You will determine standards, control the quality of work, and evaluate the results obtained.

You will represent the City, upon request and according to received directives, to various organizations, committees, or partners.

You will participate in meetings, discussions, or internal meetings with employees from other divisions or municipal services, as well as with representatives from external organizations, to analyze issues within your area of expertise and propose appropriate solutions.

You will draft and periodically submit to your superior any relevant working document or report related to maintenance activities.

The ideal profile for us
  • Hold a bachelor's degree in a relevant field;
  • Have eight (8) years of relevant experience in the role, particularly in real estate maintenance management and planning;
  • Have in-depth knowledge of building systems (electricity, plumbing, HVAC, control, etc.);
  • Have a good understanding of normative and safety rules for buildings;
  • Master tools and software for computer-assisted maintenance management (CAMM);
  • Good knowledge of contractual management and technical specification writing in maintenance.
